Bhutan has unveiled its Integrated Tourism Master Plan 2025\u20132034, a comprehensive strategy aimed at transforming the tourism sector into a resilient and sustainable engine of national development while preserving the country\u2019s cultural heritage and environmental integrity.<\/p>\n
Building on Bhutan\u2019s long-standing High Value, Low Volume<\/em> tourism policy, the master plan seeks to position the Himalayan kingdom as a global leader in regenerative, high-value tourism. The strategy focuses on ensuring that tourism growth supports local communities, safeguards cultural authenticity, and aligns with Bhutan\u2019s broader development philosophy.<\/p>\n The plan is structured around four core pillars: sustainable growth, strategic market development, year-round destination development, and balanced regional development. Tourism already generates more than USD 345 million in receipts and supports around 52,000 jobs across approximately 7,000 tourism-related establishments. Beyond its direct contribution, the sector plays a significant multiplier role, benefiting agriculture, transport, entertainment, and allied services.<\/p>\n With the new master plan, Bhutan aims to build a more inclusive and resilient tourism ecosystem that continues to support national development while protecting the values that define the country.<\/p>\n At the local level, communities are preparing to align with the national vision. Wang Tshering, Gup of Gakiling Gewog in Haa Dzongkhag, said the gewog is working closely with the Dzongkhag Administration to develop the area as a tourist destination, highlighting the presence of several sacred sites. He recalled that His Majesty The King inaugurated the Rongtse Nye Tshechu on December 23, 2017, describing it as a milestone for the community.<\/p>\n \u201cBeyond its sacred significance, Rongtse Nye Tshechu brings people together, strengthening community bonds and enriching Haa\u2019s cultural identity,\u201d he said.<\/p>\n To attract more visitors, the gewog plans to promote locally made bamboo and cane products during festivals. According to Wang Tshering, these traditional crafts not only showcase local culture and skills but also provide income opportunities for residents during peak events. The gewog is also exploring improved coordination and planning around festivals and religious gatherings to strengthen this initiative, combining spiritual tourism with local craftsmanship to create sustainable livelihoods.<\/p>\n Meanwhile, hoteliers have highlighted persistent challenges facing the hospitality sector, particularly the uneven flow of tourists throughout the year. An hotelier from Paro said demand peaks sharply during certain months and drops significantly during the lean season, creating financial and operational strain. This imbalance is exacerbated by the concentration of leisure travel, government meetings, conferences, and MICE events during peak periods, leading to overcrowding at certain times and underutilization at others.<\/p>\n Seasonality has also made human resource management increasingly difficult. With strong returns limited to peak months, many hotels struggle to retain staff year-round. Although off-season promotions and marketing campaigns help to some extent, the hotelier noted that marketing alone cannot offset low overall tourist numbers.<\/p>\n Industry representatives have called for stronger government support to improve demand distribution across the year. They suggested scheduling government meetings, conferences, and MICE events during lean and shoulder seasons to ease peak-season pressure and improve occupancy during slower periods. Hoteliers also emphasized the need for incentives targeting long-stay visitors such as wellness tourists, retirees, and digital nomads to help stabilize occupancy levels.<\/p>\n High airfares and limited air connectivity, particularly during the off-season, remain major barriers to demand. At the same time, hotels face shortages of trained staff across a wide range of roles, including front office, housekeeping, food and beverage services, engineering, finance, human resources, and wellness therapy. These challenges, industry players say, are closely linked to seasonality and the lack of stable year-round employment.<\/p>\n At the destination level, stakeholders have urged stronger efforts to promote travel beyond the traditional Golden Triangle of Paro, Thimphu, and Punakha. Targeted incentives for lesser-visited regions could help distribute tourists more evenly and support hotels outside the main hubs.<\/p>\n A central feature of the master plan is the introduction of the FUTURE PATH framework, a guiding model designed to steer tourism development over the next decade. The framework emphasizes forward-looking governance, unified regional growth, talent development, and a strong commitment to sustainability. It also promotes innovative tourism products, deeper partnerships, and the use of predictive data to inform policy and investment.<\/p>\n Adaptive branding, transformative visitor experiences, and holistic ecotourism development form the backbone of the approach, ensuring Bhutan can respond to evolving global travel trends while preserving its unique identity.
